The Colton Parish Councillors and volunteers delivered 450 survey forms to the households and businesses of Colton Parish (100%). 147 households returned their completed forms. This is a return rate of 32.67% which is above the average 28.91% return rate for this type of survey in Cumbria since 2003. There are a number of properties used as second homes and holiday lets in the parish –17.25% in the 2001 census, but this is likely to have increased greatly in the past 6 years – which are unlikely to respond to the survey. Therefore the response rate of 32.67% is good. The national average is 35%.
Of the returned forms, 25 (17.01%) responded, saying that either the whole household or someone living in the household needs to move, within the parish, in the next 5 years. This will be analysed further in this report. In Cumbria since 2003 on average 19.41% of returned survey forms, completed by Cumbria Rural Housing Trust, have identified a local housing need.
The survey was commissioned by the South Lakeland District Council. The Manager of CRHT attended a meeting of the Colton Parish Council and explained the survey and the possible options once the survey was complete. Parish Councillors then worked to promote the importance of the survey to the local community. Survey forms were distributed by hand by the Colton Parish Council and volunteers, with a form being delivered to every house in Colton Parish including second homes, holiday homes and businesses i.e. 100% distribution.
A letter from the Colton Parish Council was sent with the survey form, explaining the importance of the survey, encouraging people to return the completed form to Cumbria Rural Housing Trust, and explaining that further copies of the form were available for households with people with separate housing needs or for businesses with employees who needed to live locally. A return envelope was provided. (These households are in the post code sectors LA12 8). Posters advertising the Housing Needs Survey were displayed throughout the Parish. A Press Release was sent to the Westmorland Gazette and also to Lakeland Radio and Radio Cumbria in order to publicise the survey
