2. Introduction & Key Findings


In 2002 & 2009, Cumbria Rural Housing Trust, commissioned by the Lake District National Park, conducted Housing Needs Survey across many of the parishes of the Lake District National Park with the purpose of identifying the need for affordable housing.  This report details the information derived from the survey responses from Blawith & Subberthwaite Parish. 


The survey work undertaken at local level provides information for Parish Councils regarding the housing needs of their community and is essential evidence for Lake District National Park as the Planning Authority, South Lakeland District Council as the Housing Authority, Registered Social Landlords and developers to establish if there is a need for affordable housing. 


Copies of the findings of the survey are distributed to the Parish, Lake District National Park, and South Lakeland District Council, and are placed on the Cumbria Rural Housing Trust web site. 


The Survey

140 survey forms were delivered by hand by the Parish Councillors to the households and businesses within of the parish of Blawith & Subberthwaite (100%), with a return date of 31st March 2009.  53 households returned their completed forms.   This is a return rate of 37.9% which is above the average of 35% return rate for this type of survey in Cumbria since 2006.  Cumbria Rural Housing Trust expresses its thanks to the Parish council and others in the community for their work to promote the survey. 

Of the returned forms there were 10 responses, saying that either the whole household or someone living within the household, wished to move within the parish in the next 5 years.

Housing Need


Of the 10 survey responses indicating a housing need, 6 households are identified as in need of affordable housing in the parish of Blawith & Subberthwaite within next 5 years. The main need is for rented accommodation, although one household has indicated that they would like to self build, subject to planning permission and individual site assessment from Lake District National Park.


None of the 6 households stated that they were registered on the Local Authority and/or a Housing Association or other waiting list.

It is considered that the remaining 4 responses did not fit Lake District National Park’s criteria for being in need of affordable housing within the parish in the next 5 years.
