Crosby Garrett Parish Housing Needs Survey September 2009


Introduction & Key Findings


In September 2009, Cumbria Rural Housing Trust, commissioned by Eden District Council, conducted Housing Needs Surveys across the parishes of the Upper Eden area with the purpose of identifying the need for affordable housing.  This report details the information derived from the survey responses from Crosby Garrett Parish. 


The survey work undertaken at local level provides information for Parish Councils/Meetings regarding the housing needs of their community and is essential evidence for Eden District Council, Planners, Registered Social Landlords and developers to establish if there is a need for affordable housing. 


Copies of the findings of the survey are distributed to Crosby Garrett Parish, Eden District Council, the Upper Eden Community Plan group and are placed on the Cumbria Rural Housing Trust web site. 


The Survey

72 survey forms were delivered by post to the households and a business within the parish of Crosby Garrett (100%), with a return date of 21st September 2009.  22 households returned their completed forms.   This is a return rate of 30.16% which is just below the average of 35% return rate for this type of survey in Cumbria since 2006.  Cumbria Rural Housing Trust expresses its thanks to the Parish Meeting, the Upper Eden Community Plan group and others in the community for their work to promote the survey.

Of the returned forms there were 2 (9.09%) responses, saying that either the whole household or someone living within the household, wished to move within the parish in the next 5 years.


See Appendix 1 for the criteria used to determine whether a household is in need.


Housing Need

Of these 2 survey responses, none of the households are in need of affordable housing within next 5 years in the parish of Crosby Garrett.


Neither of the households stated that they were registered on the Local Authority and/or a Housing Association or other waiting list.


 It is considered that the 2 responses did not fit Eden District Councils criteria for being in need of affordable housing within the parish in the next 5 years.  However, please see recommendations and observations.
