Coniston Housing Needs Survey 2010

The Survey

627 survey forms were delivered by hand to all the dwellings (including second homes and holiday lets) and businesses within Coniston parish (100%), with a return date of 30th September 2010.  188 households returned their completed forms.  This is a return rate of 29.98% which is below the average of 35% return rate for this type of survey in Cumbria since 2006, which is likely to have been influenced by the high level of non-main residences in the Parish (assessed by the Parish Council as over 50%). 17 of the responses were from second homes or holiday lets. Cumbria Rural Housing Trust expresses its thanks to Coniston Parish Council, Coniston and Torver Housing Group and others in the community for their work to promote the survey.

Of the returned forms there were 33 responses, saying that either the whole household or someone living within the household, wished to move within the parish in the next 5 years. Some of these responses had multiple needs, so the overall number of households assessed was 36.

Housing Need

Of the 36 existing or future households indicating a housing need, 23 households were identified as in need of affordable housing in Coniston within next 5 years. Of these, 6 of the households had their housing needs met by the recent developments at Church Field Close and John Hext House or other existing social housing, leaving a further 17 households in need of affordable housing in the future. The information about these 17 households is included in this report.  Six of the 17 households stated that they were registered on the Local Authority and/or a Housing Association or other waiting list.

It is considered that the remaining 13 responses did not fit the Lake District National Park’s criteria for being in need of affordable within the parish in the next 5 years.

Three households may be eligible for local housing under proposed changes to the LDNP policies, two of whom wanted to satisfy their need by self-build. There were also 5 possible emergent households who may be in need of affordable housing in the next 5 years, but insufficient information had been given in the response to be able to assess the need.
