Askham and Helton Housing Needs Survey 2011

The Survey

193 survey forms were delivered by post to the households and businesses of the parish of Askham & Helton (100%), with a return date of 4th February 2011.  58 households returned their completed forms.   This is a return rate of 30.05% which is below the average 35% return rate for this type of survey in Cumbria since the beginning of 2006.  The relatively high percentage of non main residences within in the parish may be a contributory factor to this return rate.  Cumbria Rural Housing Trust expresses its thanks to the Parish Council and others in the community for their work to promote the survey.

Of the returned forms, there were 12 responses, saying that either the whole household or someone living within the household wished to move within the parish in the next 5 years.

 

See Appendix 1 for the criteria used to determine whether a household is in need.

 

Housing Need


Of these 12 survey responses indicating a housing need, 2 households are in need of affordable housing within the next 5 years in the parish of Askham & Helton. The need is for rented accommodation, at a social rent (rather than at the higher level of rent such as Intermediate) and for 2 bedroom houses. One of the households indicated an interest in self-build but did not state if they had access to land/buildings/funding to take this forward.

 

None of the households in need stated that they were registered on the Local Authority and/or a Housing Association or other waiting list.

Those households not in need of affordable housing in Askham & Helton Parish

 

There were 2 households who were in need of affordable housing but who stated that they planned to move elsewhere.

 

One household was unsuitably housed as their present Housing Association property was not in a good condition, although otherwise it was suitable for their needs. The Parish Council could work with the local Housing Associations to ensure that all existing social housing is in good condition, and with Eden DC as the Housing Authority to ensure all private rented property is well maintained. 

 

One household wanted to stay in the parish, but they had a large asset in their present house, so were not in need of affordable housing. They may be in need of ‘local’ housing under the LDNPA criteria, as they may not be able to satisfy their need for suitable 2-bedroom accommodation in the parish on the open market.

 

It is considered that the remaining six households did not fit the LDNPA criteria for being in need of affordable housing within the parish in the next 5 years.
